This Act establishes a series of principles that will apply with respect to programming and regulations to support children and families.  Included in these are the principle that the health, safety and well-being of children is paramount to the future of the Tsawwassen First Nation and that the family is the primary influence on the growth and development of a child and as such should be supported to provide for the care, nurturance and well-being of a child.

The bests interests of a child must in all cases be given the highest importance.  Tsawwassen government will provide a range of support services directed at prevention and to keeping children from being taken into care.  The TFN children and family services manager is assigned various duties to ensure that the maximum degree of support is provided and that there is a close working relationship with the Ministry of Children and Family Development.

Child protection will continue to be the responsibility of the Ministry.  The TFN manager will work closely with the Ministry to make sure that Tsawwassen children get the best possible services and that their interests are looked after.

Under the Act, TFN will also provide services in support of adoption.  It must provide information about adoption and the alternatives to adoption to the birth parent or other guardian requesting placement. If the birth parent or other guardian requesting placement wishes to select the child's prospective adoptive parents, TFN will provide the birth parent or other guardian with information about prospective adoptive parents who have been approved on the basis of a home study.  The best interests of the child must be the paramount consideration in determining whether an adoption will take place.  Children will only come under Tsawwassen adoption laws if the parents or guardian agree.
